Kompanija Luštica Development sa punom pažnjom prati interesovanje javnosti i lokalne zajednice u vezi sa očuvanjem pješačkih pravaca i kulturno-istorijskog nasljeđa na poluostrvu Luštica. Razumijemo da tradicionalne staze i putevi imaju važno mjesto u kolektivnom pamćenju i identitetu ovog prostora, kao i svakodnevici, i želimo jasno istaći da nijedan segment nasljeđa ili baštine nije zanemaren u razvoju projekta i u master planovima Luštica Bay.
Izgradnja golf terena i svih pratećih sadržaja sprovodi se u potpunosti u skladu sa važećim planskim dokumentima, prije svega Izmjenama i dopunama Detaljnog urbanističkog plana „Golf i Donji Radovići zapad“, kao i izdatim građevinskim dozvolama i sprovedenim postupkom procjene uticaja na životnu sredinu.
Planska dokumentacija prepoznaje trasu srednjovjekovne infrastrukturne trase na ovom području i definiše obavezu njenog očuvanja, prezentacije i integracije u pješačku mrežu, gdje god je to moguće, uz obavezno prisustvo arheologa tokom planiranja i izvođenja radova.
U skladu sa tim obavezama, Luštica Development je angažovala stručni arheološki tim koji je izradio Konzervatorski projekat zaštite i prezentacije rimske staze. Sprovedena istraživanja su pokazala da se konkretna trasa u najvećoj mjeri odnosi na putnu mrežu formiranu u periodu između 1830. i 1868. godine, uz mogućnost da ona djelimično prati i pravac starijih, srednjovjekovnih ili antičkih komunikacija. Upravo iz tog razloga, projekat ne predviđa uklanjanje trase, već njeno pažljivo očuvanje i promišljenu integraciju u planirani prostor.
Važno je naglasiti da se golf teren trenutno nalazi u fazi aktivnog gradilišta, te iz bezbjednosnih i zakonskih razloga nije dozvoljeno kretanje kroz zonu izvođenja radova. Po završetku projekta, rješenja predviđena planskom i konzervatorskom dokumentacijom biće u potpunosti realizovana.
Kompanija je tokom prethodnog perioda imala komunikaciju sa predstavnicima planinarskih i drugih zainteresovanih udruženja, razmatrajući mogućnosti uspostavljanja pješačkih veza. Međutim, dio prostora van obuhvata DUP-a nalazi se u zoni zaštitne vegetacije, gdje važeći planovi ne dozvoljavaju izvođenje bilo kakvih građevinskih ili zemljanih radova. Takođe, Luštica Development nije vlasnik niti upravljač postojećih pješačkih staza, niti je po zakonu ovlašćena da samostalno vrši njihovo održavanje, obilježavanje ili rekonstrukciju bez učešća nadležnih institucija i licenciranih subjekata.
Uprkos navedenim ograničenjima, Luštica Development ostaje otvorena za partnerski i konstruktivan dijalog sa lokalnom zajednicom, Opštinom Tivat, državnim institucijama i relevantnim stručnim organizacijama, međe kojima su i planinarska društva, sa ciljem da se, u okviru zakonskih i planskih mogućnosti, dodatno unaprijedi pristup i prezentacija lokalnog nasljeđa. Razvoj Luštice Bay od samog početka zasniva se na poštovanju prostora, njegove istorije i tradicionalnih vrijednosti, koje smatramo integralnim dijelom dugoročne održivosti projekta, navodi se u reagovanju kompanije Luštica Development .
Statement by Luštica Development Regarding Allegations Concerning a Pedestrian Path on the Luštica Peninsula
Luštica Development closely follows the interest of the public and the local community regarding the preservation of pedestrian routes and cultural and historical heritage on the Luštica Peninsula. We understand that traditional paths and roads hold an important place in the collective memory, identity, and everyday life of this area, and we wish to clearly emphasize that no segment of heritage or cultural assets has been neglected in the development of the project or in the Luštica Bay master plans.
The construction of the golf course and all accompanying facilities is being carried out in full compliance with the applicable planning documentation, primarily the Amendments to the Detailed Urban Plan “Golf and Donji Radovići,” as well as the issued construction permits and the completed environmental impact assessment procedures. The planning documentation recognizes the route of a medieval infrastructure corridor in this area and defines the obligation for its preservation, presentation, and integration into the pedestrian network wherever possible, with the mandatory involvement of archaeologists during both the planning and construction phases.
In line with these obligations, Luštica Development engaged a professional archaeological team that prepared a Conservation Project for the protection and presentation of the path. The conducted research indicates that the specific route largely relates to a road network formed between 1830 and 1868, with the possibility that it partially follows the direction of older medieval or even ancient communications. For this reason, the project does not envisage the removal of the route, but rather its careful preservation and thoughtful integration into the planned area.
It is important to note that the golf course is currently an active construction site, and for safety and legal reasons, movement through the construction zone is not permitted. Upon completion of the project, the solutions envisaged by the planning and conservation documentation will be fully implemented.
During the previous period, the company has communicated with representatives of hiking associations and other interested groups, considering possibilities for establishing pedestrian connections. However, part of the area outside the scope of the Detailed Urban Plan lies within a protected vegetation zone, where the applicable plans do not allow any construction or earthworks. In addition, Luštica Development is neither the owner nor the manager of existing pedestrian paths and, under the law, is not authorized to independently maintain, mark, or reconstruct them without the involvement of the competent institutions and licensed entities.
Despite these limitations, Luštica Development remains open to a partnership-based and constructive dialogue with the local community, the Municipality of Tivat, state institutions, and relevant professional organizations, including hiking associations, with the aim of further improving access to and presentation of local heritage within the framework of legal and planning possibilities. From the very beginning, the development of Luštica Bay has been founded on respect for the area, its history, and its traditional values, which we consider an integral part of the project’s long-term sustainability.
